  • the annual hourly workload of the student’s work required to achieve the expected learning outcomes for a given stage is 1500-1800h, corresponding to 60 ECTS;
  • the student’s weekly hourly workload is 45 h;
  • 1 ECTS point corresponds to 25-30 hours of student work needed to achieve the assumed learning outcomes;
  • weekly student workload necessary to achieve the assumed learning outcomes allows to obtain 1.5 ECTS;
  • work required to pass the course, which has been assigned 3 ECTS, constitutes 10% of the semester student load.

Short description:

The aim of the lecture is to present the principles of rational real estate management, including the management of municipal housing resources. Students learn the basic provisions of law and the obligations of the municipality in this respect. Gaining basic knowledge in the field of real estate management, they are better prepared to work in the municipal government.

The lecture is important for the discipline of socio-economic geography and spatial management.

Full description:

The course is divided into two parts.

The aim of the first part is to define basic terms and rights to the property, to discuss issues related to real estate trading and their valuation, then issues concerning the management of municipal housing stock (municipal housing construction, rental policy, privatization, management of municipal housing) as well as activity of housing associations, housing cooperatives and developers.

The student's own contribution to the lectures consists in reading the recommended literature, following legislative changes on the Internet, looking for interesting examples illustrating the issues discussed, and preparing for the final test.

In addition to literature, an important source of up-to-date knowledge on the issues discussed in the first part of the lecture is materials published on the Internet: comments on current changes in law, municipal documents, and examples of how municipalities solve specific problems.

Learning outcomes:

KNOWLEDGE

Student knows the basic obligations of municipalities relating municipal housing management and possible solutions in this area, and knows how housing associations, developers and housing cooperatives operate. Additionally, student characterizes rules of management of different types of land property.

SKILLS

Student is able to:

- point out mistakes made by municipalities regarding management of their housing stock

- suggest solutions that contribute to a more rational housing management

- explain effects of solutions applied by municipalities in terms of efficiency of municipal housing management and implementation of social objectives

ATTITUDES AND SOCIAL SKILLS

Student understands complexity of decision-making process and is sensitive to social problems.

Assessment methods and assessment criteria:

The basis of completion of the course is a score of a test. The test consists of two independent parts. In order to pass, student has to obtain at least half the points of each part.

Maximum number of points for the test: 30 (15 for each part)

Additional points can be obtained for presenting self-selected examples illustrating the issues discussed.
