Short description:	Together with the course on "Samorząd Terytorialny I" the course allows students to understand the Polish system of local government and its importance for the contemporary state. Students learn about: - the system of local government finance in Poland (revenues from own sources, intergovernmental transfers, borrowing to finance capital investments); - organizational forms of service delivery (available models of service delivery, legal-organizational forms used in Polish local governments) The course consists of 30 hours of lectures and 15 hours of classes
Full description:	Part I. Local government finance in Poland 1. The importance of local public finance. Public goods, merit goods, natural monopolies. 2. The main features of intergovernmental finance system. Categories of local revenues, the desired features of the financial system, main elements of the financial system in Poland. 3. Revenues from own sources: types of own revenues, local taxes in Poland 4. Intergovernmental transfers: types of transfers, general-purpose grant in Poland, types, and criteria for specific grants 5. Debt instruments and financing of local investments: legal regulations in Poland, economic and legal criteria of indebtedness, borrowing policies of Polish local governments 6. Budgeting: legal regulations, budget calendar, the notion of operating surplus, the practice of budgeting in Polish local governments 7. Local tax policies: legal framework, the practice of tax policies in Poland Part II. Service delivery 1. Trends in models of local services, marketization, and privatization, the impact of New Public Management 2. Local government as an entrepreneur - profit-oriented economic activity of local governments 3. Learning outcomes:	After the course student: - understand basic notions related to financing local government operation (own revenues, local tax, tax sharing, general and specific purpose grants, credit, loan, bond issue); - knows the basic features of the Polish local government financial system - understands differences among models of service delivery - understand differences among organizational forms of service delivery in Poland
Assessment methods and assessment criteria:	Final exam. The knowledge of the material presented during the course on "Local government I" and "Local government II" is required. The test consists of over a dozen of open-ended questions. The final grade takes into account the score gained during classes
