Zajęcia poświęcone będą analizie polityki zagranicznej USA od 1789 roku, prezentując studentom studiów licencjackich izolacjonistyczne lub interwencjonistyczne preferencje prezydentów USA na przestrzeni ponad 220 lat. Od czasu Doktryny Monroe z 1823 roku, przez dwie wojny światowe, wiele innych konfliktów i zagrożenie terroryzmem w XXI wieku amerykańska polityka zagraniczna kształtowana była po części przez krajową scenę polityczną, podlegającą ciągłym zmianom.

Pełny opis:

Wprowadzenie.

Zajęcia te przedstawią studentom studiów magisterskich cele i zamierzenia amerykańskiej polityki zagranicznej od Rewolucji kolonialnej i okresu konstytucyjnego przez XIX i XX wiek aż po pierwszą i drugą dekadę XXI wieku a prezydencja Donald J. Trump. Ernest Lee Tuveson i inni sugerowali że amerykańscy decydenci polityczni, zwłaszcza zaś prezydenci USA, angażowali Stany Zjednoczone w zagraniczne batalie, konflikty i wojny w celu dokonania "odkupienia". Analiza ta sugeruje że amerykańscy prezydenci widzą misję Ameryki (dyplomatyczną i wojskową) jako zbawienie innych krajów i narodów: "wojnę w celu zakończenia wszystkich wojen" (Wilson) lub zastąpienia "imperium zła" takim które bardziej przypomina amerykańską demokrację (Reagan). Mając do dyspozycji dwie alternatywy, izolacjonizm i interwencjonizm, od 1914 roku amerykańscy prezydenci wydają się bardziej skłaniać ku drugiej opcji, czasem z poparciem Kongresu ale często wbrew jego intensywnej opozycji. Od czasu uchwalenia Karty Atlantyckiej (1941) Ameryka miała tendencję do prowadzenia swojej polityki zagranicznej mniej więcej równolegle do innych krajów Organizacji Paktu Północnoatlantyckiego (NATO), zwłaszcza Wielkiej Brytanii, a także niekiedy równolegle do innych sygnatariuszy Karty Atlantyckiej takich jak Francja czy Związek Radziecki (obecnie Federacja Rosyjska). W okresie wojny z terroryzmem Stany Zjednoczone próbowały zbliżyć swoją politykę zagraniczną do Chin i innych wiodących członków Szanghajskiej Organizacji Współpracy (SCO), zwłaszcza Federacji Rosyjskiej.

Cele zajęć.

Zajęcia skupione będą na analizie globalnych zobowiązań Stanów Zjednoczonych Ameryki od roku 1789. Studenci poznają charakterystykę polityki zagranicznej Stanów Zjednoczonych kiedy stały się ona narodem izolacjonistycznym pod rządami Doktryny Monroe w latach 1823 - 1914 ale od tamtego czasu do dziś była "narodem odkupicielem". Szczególna uwaga zostanie zwrócona na dyplomację jako że polityka zagraniczna Stanów Zjednoczonych była warunkowana polityką wewnętrzną.

Po drugie, prześledzimy zmiany polityki zagranicznej USA w wybranych momentach krytycznych: I Wojna Światowa, II Wojna Światowa, "Zimna Wojna", konflikty w Korei i Wietnamie, prezydentura Reagana i wojna z "terroryzmem" która zaczęła się zaraz po zakończeniu "Zimnej Wojny". Uwaga zwrócona będzie głównie na dyplomację i politykę wojskową, ale częściowo także na politykę pomocy zagranicznej, zagraniczną politykę gospodarczą, politykę handlu zagranicznego, politykę międzynarodowego utrzymywania pokoju, politykę bezpieczeństwa narodowego i politykę regulacji technologii, z których wszystkie są w obecnych czasach ważne. Musimy osiągnąć jednocześnie dwa metodologiczne cele. Po pierwsze studenci muszą zapoznać się z amerykańską polityką zagraniczną i tym jak była ona tworzona oraz jak i dlaczego się zmieniała. Po drugie musimy powiązać te zmiany do z ważnymi wydarzeniami historycznymi takimi jak: I Wojna Światowa i powstanie Ligii Narodów (upadek imperialnych Chin i imperialnej Rosji), II Wojna Światowa i odparcie faszystowskiej agresji w Azji i Europie, Plan Marshalla i działania USA na rzecz odbudowy Niemiec i Japonii, "Zimna Wojna", Korea i Wietnam, powstrzymywanie, upadek Związku Radzieckiego i era "terroryzmu" jaka nastała po atakach na Pentagon i World Trade Center w Nowym Jorku 11 września 2001 roku.

Efekty uczenia się:

Po zakończeniu kursu studenci rozumieć będą cele polityki zagranicznej Stanów Zjednoczonych w kontekście historycznym, od roku około 1620 do XXI wieku. W pojęciu "polityki zagranicznej" zawarte są cele dyplomatyczne, gospodarcze i militarne, tak jak różnie rozumiane były przez różne administracje różnych prezydentów i tak jak powiązane były z ważnymi celami polityki wewnętrznej w okresie wojny i pokoju.

Po ukończeniu tego kursu, każdy uczeń powinien licencjackie:

I. WIEDZA

1. Być świadomym różnych reguł konkurujących ze sobą teorii stosunków międzynarodowych i tego jak implementowane są one przez państwa w różnych regionach świata i w różnuch celach.

2. Znać wkład Amerykanów i naturalizowanych Amerykanów w rozwój teorii stosunków międzynarodowych i ich zastosowania w dziedzinie kultury, dyplomacji, gospodarki, wywiadu, wojska i handlu.

3. Umieć zidentyfikować podobieństwa i różnie pomiędzy konkurencyjnymi teoriami stosunków międzynarodowych i proponowanymi przez nie politykami.

II. UMIEJETNOSCI

4. Posiadać praktyczną wiedzę o wymiarze kulturowym konkurenci pomiędzy teoriami stosunków międzynarodowych.

5. Rozpoznawać złożoność prób praktycznego zastosowania w polityce konkurencyjnych teorii stosunków międzynarodowych.

6. Szczegółowa wyjaśniać, używając języka dyplomatycznego, dynamikę aplikacji teorii w praktyce polityki międzynarodowej i związki każdej teorii z innymi teoriami.

III. KOMPETENCJE

7. Wskazywać na praktyczne zastosowanie teorii stosunków międzynarodowych w toku faktycznych relacji pomiędzy państwami, wykazując podstawowe zrozumienie natury i celu tych teorii.

8. Formułować krytyczne sądy uwzględniające słabe strony, mocne strony, szanse i zagrożenia związane z każdą ważną polityką międzynarodową stosowaną przez Stany Zjednoczone Ameryki w perspektywie historycznej

9. Porównywać realistyczne i idealistyczne podejście do teorii stosunków międzynarodowych identyfikując każde z nich w perspektywie historycznej w polityce Stanów Zjednoczonych Ameryki pod rządami różnych prezydentów w wieku XX i XX1.

10. Projekt z pewnego wyrafinowania główne zmiany, które mogą być wykonane w polityce zagranicznej Stanów Zjednoczonych, zwłaszcza w polityce gospodarczej, przez 45. prezydenta Stanów Zjednoczonych Donald J. Trump, począwszy od 2017 roku.

Metody i kryteria oceniania:

Obecność na zajęciach jest wymagana. Dla studentów studiów licencjackich ocena zależeć będzie od wyniku pojedynczego egzaminu, i być może pracy semestralnej, zgodnie z zasadami panującymi na Uniwersytecie. Prowadzący zastrzega sobie prawo do podniesienia oceny końcowej z kursu z każdego istotnego powodu, włączając całkowitą lub prawie całkowitą obecność, tak aby osiągnąć sprawiedliwą skalę ocen. Egzamin będzie składał się z pytań następującego typu: obiektywnych ("prawda czy fałsz" i/lub "wielokrotnego wyboru") jak również "połącz" i "uzupełnij luki". Egzamin zawierał będzie również pytania subiektywne (esej), zwykle z pewną dozą wyboru dla studentów. Obecność jest obowiązkowa.
