Prerequisites (description): | Familiarizing students with the basic concepts of administrative law and its origins; with the principles of administrative law and the systematics of administrative law norms, sources of administrative law and interpretation of administrative law. Establishment and application of administrative law by government administration bodies (central and local), local government administration. The concept of an administrative-legal relationship and its types, the administrative-legal situation. Legal forms of administration activity; the concept of an administrative act and its validity; defectiveness of an administrative act; administration control; control of administrative acts. The role of the courts in the control of administration. |

Subject: introduces to issues related to the theoretical and practical issues of administrative law institutions. Learning and consolidation by students of the basic conceptual categories characterizing contemporary administration. Assimilation of concepts relevant to administrative law and demonstrating their connection with the practice of administration. The course aims to familiarize the student with the theoretical concepts of administrative law with the achievements of the doctrine and jurisprudence of courts in the field of administrative law in the field of systemic and substantive law. It also introduces the basic issues in the field of administrative procedural procedure. |

Origin and development of administrative law. Scope, internal systematics and features of administrative law. 3. Sources of administrative law. The concept and classification of the sources of law. Delimitation of sources of law. Acts of generally applicable law. 4. Acts of local law. Other specific sources of law. Announcement of sources of law. Interpretation of administrative law. Gaps and analogies. Acts of internal law. Other specific sources of law. 5. Principles of administrative law and organization of administration. Basic concepts of organization: subsidiarity, centralization, decentralization, concentration, deconcentration. The principle of administrative unity. Efficiency principle. 6. Basic concepts of administrative law. Public subjective law. 7. Administrative authority, administrative sanction, administrative recognition, public goods, public benefits, public duties. 8. Administrative entities. Purpose and tasks, property and competencies. The concept, features and types of public administration bodies, authority and office. public establishment. Other administrators. Functional links between administering entities, administrative agreements. 9. Normative acts and general acts of law application. Administrative acts, types, validity of an administrative act. Defectiveness of an administrative act. Internal administrative acts; orders, orders, instructions, guidelines. 10. The silence of the administration. Administrative agreements, administrative promises. Material and technical activities. Social and organizational activities of the administration . 11. Territorial division for administrative purposes. The concept and types of territorial division, Evolution of territorial divisions. 12. Principles of administrative procedure. Scope of application of the Code of Administrative Procedure; Administrative proceedings (initiation of proceedings, protocols and annotations, evidence, suspension of proceedings). Administrative decision and administrative decision. 13. Appeal against the decision, complaint. Revocation, amendment and annulment of decisions. 14. Administration Control. The role of orchards in the functioning of public administration. |

Learning outcomes: |
K_WO4 The student knows the norms and rules of administrative law relating to socio-political structures and institutions, with particular emphasis on those that serve to maintain social and political order and security; K_WO6 The student knows the attributes and mechanisms of the modern state in the scope regulated by the norms of administrative law, with particular emphasis on the bodies responsible for creating security policy as well as government and local government administration. K_O1 The student notices the multiplicity and variety of sources and interpretations of administrative law and is able to discuss them; K_U04 The student uses the acquired knowledge in the field of administrative law in practical and professional action, solving and implementing specific tasks. |
Assessment methods and assessment criteria: |
The exam is conducted in written form. It consists of about 40 test, descriptive and case questions. A positive assessment is more than 50% of the points possible to obtain. |
