Short description:	(in Polish) Jest to konwersatorium, którego celem jest zapoznanie słuchaczy ze stanem prawnym i orzecznictwem z zakresu niepodatkowych należności budżetowych. Punktem wyjścia rozważań dotyczących niepodatkowych należności budżetowych jest analiza przepisów ogólnych regulujących problematykę finansów publicznych. W ramach konwersatorium omówieniu podlegają regulacje prawne dotyczące niepodatkowych należności budżetowych z ustawą o finansach publicznych i Ordynacją podatkową na czele. Celem konwersatorium jest wskazanie i omówienie cech, jakie muszą posiadać konstrukcje prawne kwalifikowane do katalogu niepodatkowych należności budżetowych a następnie dokonywane jest usystematyzowanie katalogu niepodatkowych należności budżetowych. Znaczna część konwersatorium poświecona jest analizie problemów praktycznych z uwzględnieniem orzecznictwa.
