The programme includes a discussion of the functions of the public sector in a modern market economy, the functions and methods of creating the state budget and other public sector institutions, the theory of public expenditure, the theory and principles of tax policy, a discussion of the structure of the public sector in the modern economy. |

1.The functions of the public sector: public and social goods; the scope of the public sector; 2. The place of the public sector in the macroeconomic distribution of the value produced in the economy - based on the metaphor: The economy as a big bakery; 3. Macroeconomic model of the dynamics of the economy according to the methodology of systems dynamics - derivation and demonstration of the interdependence of the three macroeconomic balances: the state budget (G-T), private finance (S-I) and foreign exchange (X-Z) in the formation of macroeconomic equilibrium and dynamics, with particular emphasis on the role of the balance sheet (G-T); 5. What is the state budget; 6. Revenues - revenues, expenditures - expenditures; 7 Deficit and public debt service - the macroeconomic significance of the budget deficit or surplus based on the analysis of the OECD+ group of countries; 8. Budget revenue and expenditure; 9. Tasks and functions of the budget and the problem of public finance reform; 10. Taxes as the main supply to the central budget and local budgets; 11. Macroeconomic functions of taxes and redistribution of purchasing power; 12. Economic consequences of property taxes; 13. Functions and effects of VAT; 14. Individual income tax and the problem of progression; 15. Taxation of capital gains and the effect of taxation on savings; 16. Taxation of corporate profits; 14. The importance of tax concessions; 17. The question of pro-family taxation; 16. Tax reforms and their effects; 18. Selected issues of the local public sector; 19. Learning outcomes: |
In terms of knowledge: knows the functions of the public sector in a modern market economy, knows the functions and methods of creating the state budget and other public sector institutions, knows the theory of public expenditure, understands the principles of tax policy. (K_W01). In terms of skills: can use economic theory to recognise, diagnose and solve problems connected with functioning of the public sector (K_U01), can correctly interpret economic processes and phenomena and their influence on functioning of the public sector (K_U02). In terms of attitudes: is ready to evaluate and critically approach phenomena related to functioning of the public sector (K_K01). |
