The course aims to present the principles of operation of regional policy and the allocation of EU structural measures. It will be discussed the following issues: - EU regional policy, - the programming rules types of European funds, - the types of final beneficiaries, - the factors determining the choice of the operational programs, - the rules for the preparation of projects financed from EU funds |

This course consists of theoretical and practical work. Within the introduction of the EU Structural Funds will be discussed the programming base for regional development policy, the rules for creating and spending the Community budget as well as allocation of funding streams for the years 2007-2013. In particular the attention will be given to: • the barriers to obtaining structural funds, • the principles of budget preparation for the years 2007-2013, • the paths of financing the budget, • the regional Convergence, • the effectiveness of EU funds spending, • the principles of preparation the NSRO, • the evaluation of EU funds. Within the seminar will be discussed, on a "step by step", the preparation of applications from planning through the preparation of the budget and ending at the close of the project. The activities will be included: • design methodology according to the rules "project triangle", • project life cycle, • a project plan, • construction of the problem and purpose of the project, • construction of the budget • discuss the application generator PO KL • preparation of the controls documentation. Student workload: seminar - 30h preparation for classes - 30 h preparation of the assumptions of the project - 60 h total time - 120 hours |

Learning outcomes: |
After completing the course the student should have acquired the following knowledge of: - the terminology associated with the economic functioning of the European market - the principles of programming of EU structural funds - the rules for the creation of and the spending of the Structural Funds budget - the path of budget financing - the rules of evaluating the use of structural funds - the concept of regional convergence - project methodology The following skills should have been acquired after the end of the course: - the ability to examine the effectiveness of regional policy - the ability to identify the obstacles and difficulties in obtaining Structural Funds - the ability to assess the efficiency of the spending of EU funds - the ability to prepare a draft proposal for funding - the ability to prepare project documentation and checks |
