The subject comprehensively deals with EU media policy - its objectives are discussed; indicated entities creating it and analyzing tools for achieving specific goals: legal regulations, subsidies used and media education. Characteristics of active media policy are discussed. During the classes, the importance of EU media policy in creating a common free media market will be emphasized. Attention will be focused on the social and economic aspects of EU media policy. The strategy of introducing common standards in the field of media communication and the forms of implementation and monitoring of their enforcement in the Member States will be discussed. Subjects of individual classes: 1 Organizational classes, incl. division of topics prepared by students themselves. 2 Media policy - definition of the concept. 3 Entities of EU media policy. 4 Objectives of EU media policy 5. Legal regulations as a tool of media policy 6. EU programs and funds supporting the media and culture sector. 7. Economic problems of the European media sector in the face of competition on the global market - limiting the phenomenon of concentration of media ownership and striving to maintain the competitiveness of media entities 8. Problems of media freedom, pluralism and threats to the development of the European media sector; Monitoring of Media Pluralism. 9. Public media - scope of allowed state aid. 1o. Learning outcomes: |
Student after classes: KNOWLEDGE: • determines the connections between the social and media system (K_W08); • indicates the functions of the media in civil society (K_W08); • explains the influence of the media on the continent's integration process (K_W08); • explains how media policy pursued by EU structures affects the rules for organizing national media systems of Member States (K_W16); • correctly uses the terminology in Polish and English used in the theory and practice of media policy - eg cultural exception, public service, allowed state aid (K_W21). SKILLS: • evaluates the tools used to guarantee freedom of speech (K_U06); • critically analyzes the methods of achieving pluralism (K_U07); • on the basis of applicable legislation and announced development plans, reads and categorizes media policy goals (K_U06). POWERS: • carries out entrusted tasks in a group, able to prioritize tasks and goals (K_K02, K_K03); • identifies media initiatives and projects, participates through them in cultural life (K_K05); • identifies civic initiatives and projects in the sphere of media and is actively involved in them (K_U06). |
Assessment methods and assessment criteria: |
1. Class attendance or sending the assigned tasks on a regular basis - 2 absences possible, each beyond the limit requires excuse by the head of studies, which will allow for passing the final test; 2. Activity (1 point x 13 topics during 9 classes) - everyone must get min. 4 points (1 point for 1 class) for activity; 3. Presentation (from 1 to 2 points) everyone must prepare a presentation and obtain from it min. 1 point The sum of points obtained Mark for passing 5 points dst 6 dst plus 7 db 8 db plus from 9 very good ATTENTION: Students possessing ITZ or ITS are required to contact the person conducting the classes by the end of the first month of the semester in order to determine individual rules for passing the subject. In the event of failure to register by the deadline indicated, the student will not receive credit for the course. |
