Acquiring EU funds - the aim of the course is to familiarize students with the specifics of processes related to obtaining co-financing for projects under the European Union structural funds, areas of support provided by the EU, legal grounds, rules and mechanisms for managing European funds, programs and projects. The course will also include the conceptualization of basic concepts (cohesion policy, European programs and projects, participants in European projects, project objectives, project life cycle, European project management).

The course will also include the conceptualization of basic concepts (cohesion policy, European programs and projects, participants in European projects, project objectives, project life cycle, European project management).

Thematic scope:

1. European Union cohesion policy, regional policy, structural policy - differentiation of concepts. Economic, social and territorial cohesion. Law basics. Cohesion policy objectives. Basic principles of cohesion policy. Financial perspective 2007-2013 and financial perspective 2014-2020.

2. Operational programs under the policy of economic, social and territorial cohesion - Operational Program Knowledge, Education, Development; Operational Program Digital Poland, Operational Program Infrastructure and Environment, Operational Program Smart Development, Operational Program Eastern Poland, Operational Program Technical Assistance, regional operational programmes.

3. Co-financing agreement. Responsibility and obligations of the Beneficiary. Project control. Control modes and scope. Principles of carrying out inspections. The most common mistakes. The concept and types of irregularities.

4. Project budget and material and financial schedule. Eligibility of expenses. Level of co-financing and own contribution. Monitoring and reporting. Request for payment. Advance payment, refund payment, final balance payment. Investment feasibility study and business plan. Stages of creation. Document scope. Economic and financial analysis.

5. Design team. Institutional forms of project implementation (e.g. line, line and staff, matrix, separate project organization, external project organization). Organization of the project team (designing, documenting). The structure of the project team (e.g. isomorphic, expert, collective, "surgical"). Basic functions within European projects (project manager, billing specialist, monitoring specialist, promotion and recruitment specialist). Project personnel management (requirements, challenges, management styles, communication).

6. Principles of project control. Responsibility of the Beneficiary. Project durability. Institutional system for the implementation of European funds - Managing Authority, Intermediate Body, Implementing Authority, Paying Authority, Certifying Authority.

In accordance with the study program:

1) in terms of knowledge: the administrative structure of the EU and European countries as well as the normative and functional-structural conditions of the competences of EU authorities, state and local government authorities of the Member States and their mutual relations (K_W05), the structure and conditions of conducting individual public policies by European countries and the Union European market (K_W06), the European market and the presence of EU member states and economies on it (K_W07), the impact of the EU on the Member States and neighboring countries, and mutual relations between EU and European countries. (K_W08), the principles of establishing and developing a business on the EU market, the functioning of the public and private sectors and their mutual relations, as well as cooperation for the implementation of socio-economic goals of the EU and the Member States (K_W09).

2) in terms of skills: use the conceptual grid and nomenclature of institutions and procedures in the European Union (K_U02), analyze the conditions and mechanisms of functioning of selected EU institutions and institutions of the Member States (K_U03), analyze solutions to specific problems in the social, political, economic and proposes effective and ethical ways to solve these problems (K_U07), develop and present the results of scientific research and use them to analyze and solve scientific problems and implement solutions to practical social problems relevant to European studies and workplaces in public administration (K_U08), prepare written works individually and in teams in Polish and English on political, social, cultural and economic issues in Europe and the European Union, using basic concepts and theoretical approaches as well as various sources of obtaining information relevant to European studies (K_U09), prepare oral presentations individually and in teams in Polish and in English concerning political, social, cultural and economic issues of Europe and the European Union using basic concepts and theoretical approaches as well as various sources of obtaining information relevant to European studies (K_U10).

3) in terms of social competences: responsible performance of professional roles, building professional tradition and cooperation in a group with a diverse structure and tasks, requiring from themselves and other ethical principles (K_K02); initiating and setting priorities for the implementation of a task defined by oneself and others, relating to social goals and for the public interest (K_K03); is creative and entrepreneurial in the field of searching for and generating new jobs (K_K06), administering EU affairs in the EU and in the member states (S_W01); the legal status of an official and an administrative employee in the EU and the Member States and tasks related to their job position (S_W02).

Different and complementary working methods are used during the classes. The final grade is a weighted average of the partial grades (activity, presentation, project, exam):
