Short description: |
The lecture offers a review of various concepts of the practical use of knowledge accumulated in the social sciences. I discuss the common procedures recommended during the transition from descriptive statements to practical recommendations, pointing to the main factors distorting these procedures. Especially we focus on the ongoing changes in public administration due to discontent results of public policy programs. Ongoing changes in public administration will be presented in historical-institutional and theoretical context. |

(in Polish) Kurs zmierza do przekazania wiedzy o podstawowych koncepcjach praktycznego wykorzystywania systematycznej wiedzy gromadzonej w naukach społecznych. W toku kursu konfrontowane są stanowiska twórców podstawowych koncepcji praktycznego wykorzystania wiedzy naukowej (socjotechnika A. Podgóreckiego, policy sciences H. Lasswella) i założenia współczesnych modeli Goal Oriented Project Planning ze stanowiskami krytyków idei 'społecznego planowania' (K. Popper, M. Oakeshott, Ch. Lindblom). Przedstawimy podstawowe argumenty przemawiające za ograniczeniem stosowania regulacji rynkowej (market failures) oraz podstawowe mankamenty realizacji zadań publicznych przez administrację (government failures) w ramach klasycznych (Weber i nurt krytyczny) oraz nie-klasycznych (New Public Management, Contracting out, New Governance) koncepcji biurokracji. W szczególności zależy nam na osadzeniu problematyki w kontekście teoretycznym w przekonaniu, że tylko znajomość teorii prowadzi do dobrej praktyki w zmieniającym się świecie.
