Introduction : German foreign policy between the Franco-Prussian war of 1870-71 and the First World War of 1914-18 – the Bismarck and Wilhelmine periods. Germany and the outbreak of the First World War. German war aims in the hour of expected victory over France : the “September-Program” signed by the Chancellor Bethmann-Hollweg (1914). The concept of “Mitteleuropa” as the supreme German war aim : a vision of a united Central Europe under the domination of Germany. The search for separate peace after the setback at the Marna and the failure of the Schlieffen Plan. German efforts to use revolution as a tool for the conduct of the war. The German-Ottoman alliance; the destruction of the Ottoman Armeniers and Wilhelmine Germany. Lenin’s trans-Germany transit to Russia in April 1917 and the German assistance for the Bolschevik revolution. The treaties of Brest-Litovsk and Bucharest (1918). Paris peace conference and the treaty of Versailles (1919); the economic and political implications of its terms. Keynes’ and Bainville’s views on the terms of the Versailles treaty. Germany’s efforts to revise the peace treaty, primarily on three areas : reparations, territorial boundaries and disarmament. Structural and personnel changes introduced In the foreign ministry in the transition from empire to republic (the Schüler’s reform). German foreign policy in the period of internal disturbances (the Kapp putsch, the German Oktober) 1919-1923. Stresemann’s foreign policy in the period of relative stability 1923-1929. German-Soviet relations in the Weimar era. Germany, the Communist International and the plans of the world revolution. German foreign policy under the leadership of Brüning, Papen and Schleicher (1929-1933); article 48 of the Weimar Constitution as a basis for the governing by presidential emergency decrees. German reply to the Briand’s initiative to form the European Union. The planning and measures taken to integrate Austria into Germany : the abortive customs union of 1931. The program of the NSDAP (1920). Hitler’s views on foreign policy in the context of views held by other party spokesmen in the 1920s. The central position of Great Britain in Hitler’s idea on foreign policy. The foreign policy of the Third Reich 1933-1939. The Anti-Comintern Pact. The Pact of Steel. The place of Poland in Hitler’s concept of foreign policy. German offers of a closer cooperation with Poland and alliance aimed against the Soviet Union, Poland’s refusal. The pact with the Soviet Union and the outbreak of the Second World War. Hitler’s war aims. The Tripartite Pact. Ribbentrop’s concept of “Continental bloc” and Molotovs talks in Berlin (1940). Hitler’s decision to invade the Soviet Union. Germany’s diplomacy during the war : the relations with allies, satellite states and non-belligerents. International law in the Third Reich. Secret national socialist plans for Eastern Europe : the so-called General Plan East. Germany’s New Order, the idea of the “Great Economic Area” (Grossraumwirtschaft) with Germany as its industrially developed core and national socialist plans of the European Economic Community. The future reorganization of Europe in the views of anti-Hitler opposition. Peace feelers during the war (the Kleist mission of 1943).
