Short description:

The aim of the course is to introduce students to the concept of public policy evaluation and the experimental approach to measuring the effects of interventions

Full description:

Topics discussed in the course will include the following.

(1) The idea of evaluation, its functions, its place in the public policy cycle - why, when and what kind of evaluations we conduct.

(2) Research questions and evaluation criteria - what we actually evaluate.

(3) Evaluation methods and approaches - how we evaluate.

(4) Deadweight, substitution, displacement effects - is what we observe the actual effect of the intervention.

(5) Experiments in evaluation - how to simultaneously observe situations after the implementation of an intervention and without intervention.

(6) Quasi-experiments - how to apply experimental logic when a real experiment cannot be carried out.
